Capacity building means giving people, institutions and communities the knowledge, skills and tools to prepare for a disaster, respond well when one strikes, and recover afterwards. A trained neighbourhood loses fewer lives and recovers faster than an untrained one.
Why capacity building matters
India faces many hazards: earthquakes, floods, cyclones, heat waves, landslides, fires and industrial accidents. National policy aims to move from a relief-centred response to a proactive approach built on prevention, mitigation and preparedness, supported by knowledge, innovation and education. Capacity building is how that shift reaches schools, workplaces and homes.
